Medizinischer Fortschritt erfordert ständige Vermehrung des
Wissens über Lebensvorgänge.
Diese
Erkenntnisse werden zuerst an Zellen, Organen und Versuchstieren
erworben. Dann aber stellt sich zwangsläufig die Frage, wie sie auf
den Menschen übertragen werden können. Forschungsuntersuchungen
am
Menschen werden damit unverzichtbar.
Forschung
am Menschen erzeugt immer kontroverse Spannungsfelder über mögliche,
wünschbare und ethisch zu rechtfertigende Entwicklungen der
medizinischen Wissenschaft.
Ethisch vertretbar und in der
schweizerischen Rechtsordnung anerkannt ist medizinische Forschung
am Menschen nur, wenn die Unantastbarkeit der menschlichen Würde
aller beteiligten Personen gewährleistet ist.
Es ist
Aufgabe der Ethikkommissionen, die einzelnen Forschungsprojekte auf
ihre Vereinbarkeit mit den gültigen nationalen und internationalen
Richtlinien für Forschungsuntersuchungen am Menschen zu beurteilen und die
Durchführung ethisch nicht vertretbarer Vorhaben zu
verhindern.
Ethics Committee of Basle, Switzerland
(EKBB)
The
Ethics Committee of Basle (EKBB) was founded January 1st, 2000 by
the governments of the cantons Basle-Town and Basle-Country with the
objective to evaluate the conformity of the proposed research
protocols with the ethical and scientific standards as they are
established in the Declaration of Helsinki, the CIOMS and the WHO
and ICH Guidelines for Good Clinical Practice. The EKBB took the
place of a formerly university-based ethics committee.
The Committee
is responsible for the ethical approval of all clinical trials in
Basle involving humans and its approbation is a legal prerequisite
for the execution of any clinical trial in this area.
The EKBB
is composed of 22 members, at least one third of them women and
comprises physicians, scientists, biostaticians, ethicians, lawyers
and nurses.
The candidates for membership are proposed by the
committee, then evaluated by a group of distinguished personalities
of the scientific and social community and finally officially
elected by the two governments for a period of 4 years. The
presence of three physicians in a committee session as well as one
repre-sentative from each of the other professions is mandatory for
competence to pass resolutions. The committee meets every two weeks
and trial protocols are treated within thirty days after submission.
The EKBB evaluates approximately 250 protocols per year.
